Certification under NFPA 1970 is specific to the intended type of firefighting. A hood certified for proximity firefighting is not certified for structural firefighting, and a structural firefighting hood is designed to meet the more demanding requirements of interior structural operations.
Although some hoods may appear similar, they are not interchangeable.
Structural Firefighting Hoods: Built for Interior Operations
Under NFPA 1970, structural firefighting hoods are designed to provide:

A particulate-blocking layer to help reduce firefighters' exposure to harmful combustion byproducts

Proximity Firefighting Hoods: Built for Exterior Operations
Proximity firefighting hoods continue to be fully certified under NFPA 1970, but they are certified under the proximity firefighting requirements—not the structural firefighting requirements.
Most proximity firefighting hoods are traditional two-ply knit hoods that provide flame resistance but do not include a particulate-blocking layer.
When to Use a Proximity Hood
Exterior firefighting operations
Vehicle fires
Dumpster fires
Outdoor suppression activities
Industrial or ARFF support operations, when applicable
Important Distinction
Being NFPA certified does not mean a hood is approved for every firefighting application. Certification applies to a specific type of firefighting and the hazards associated with that work.
In general, for exterior firefighting operations where structural firefighting PPE is not required, a proximity hood may be an appropriate choice when used in accordance with your department's SOPs and the applicable hazard assessment.
Even though proximity hoods meet NFPA requirements, they:
